Our Group was founded in August 2001 as Japan Create Co., Ltd., an outsourcing company serving the manufacturing industry. From the very beginning, our defining concept has been “business value.” At a time when many companies offered similar services, we established ourselves as a “value outsourcer” — a company dedicated to creating new value within the industry. Guided by our management philosophy of “contributing to the development of Japan’s economy through our business,” we have pursued a wide range of initiatives, not only to grow our operations, but also to make a meaningful contribution to society.
Since our founding, we have navigated several significant challenges: the global financial crisis triggered by the Lehman Shock in September 2008, and the Great East Japan Earthquake that devastated the Tohoku region in March 2011. In the wake of the earthquake, we managed approximately 4,500 temporary housing units in Ōfunato City and Ōtsuchi Town, Iwate Prefecture, for nearly four years as part of our reconstruction support efforts. This initiative also helped restore public trust in the staffing industry, which was facing intense scrutiny at the time. These are just a few examples of the challenges we have overcome, and it is thanks to the support of our many stakeholders that the Japan Create Group has been able to grow steadily over the years.
In autumn 2021, with the aim of remaining a company that society truly needs, we formulated our Group Purpose:
“A Jobfull Tomorrow.”
These words embody our aspiration to help build a future filled with meaningful and fulfilling employment opportunities. Needless to say, such a future can only be realized within sustainable and inclusive local communities.
To bring this vision to life, we will pursue three focus areas through our business activities — “Value Creation,” “Responsible Operations,” and “Empowerment of Employees” — addressing both market needs and broader social challenges.
Value Creation: Drive corporate value through business-model transformation, process innovation, and the development of new businesses.
Responsible Operations: Beyond full legal compliance, conduct all business activities with due consideration for environmental conservation, disaster preparedness, occupational health and safety, human rights, and employee well-being.
Empowerment of Employees: Foster an organization that embraces diversity in all its forms. Through a strong commitment to human-resource development and fair compensation, we will create an engaging workplace that enriches the lives of our employees.
Japan’s economy faces many challenges ahead. However small our contribution may be, we remain committed — guided by our management philosophy — to playing our part in advancing the nation’s economic growth.

Since our founding in 2001, we have strategically promoted business diversification, positioning the “outsourcing know-how” cultivated in human resources services for the manufacturing industry as our core competence. Currently, we have grown into a corporate group operating over 60 services in 43 business domains through 16 group companies domestically and internationally.
From our founding to the present day, we have been supported by numerous stakeholders every time we faced various trials. We would like to express our sincere gratitude for your warm support.
Approaching our milestone 25th anniversary, we have formulated a new mid-term plan, “CONNECTING TO THE FUTURE 1000 Connecting to the Future” (FY2026 to FY2030). We have set the achievement of group annual sales of 100 billion yen and the development and production of next-generation management executives to lead it as our key goals, and we will develop businesses toward a new stage as a whole group.
As the key to executing the new mid-term plan, we uphold a “balance between offense and defense” in management. We believe it is important to properly balance “offense,” which creates the future through deepening existing businesses (brushing up business models), developing new businesses, and promoting M&A, with “defense,” which is building a foundation of trust through thorough compliance, strengthening risk management, and establishing governance. As a group entrusted with much employment by society, we will sincerely fulfill our social responsibilities. We are convinced that properly maintaining this offense and defense will lead to the construction of an all-weather management foundation capable of overcoming any business environment.
Keeping in mind the ‘”Sanpo-yoshi” management (good for the buyer, good for the seller, and good for society)’, we will unite as a whole group and push forward while repeating challenges and creations toward the realization of our purpose, ‘A “Jobfull” Tomorrow’.
